From Spider-Man: No Way Home - The Art of The Movie Book, Green Goblin and Doctor Octopus were expected to brawl it out between each other; further destroying the already broken down bridge.
You can see Tom Holland's Spider-Man swinging in the distance, attempting to save the bridge from collapsing, and break it up between the two foes.
We do not know why the two would have engaged at one another, but just like what Vulture says in the Morbius post-credits scene, "has to do with Spider-Man, I think."
With Spider-Man's identity now revealed, our friendly neighborhood web-slinger is unmasked and no longer able to separate his normal life as Peter Parker from the high stakes of being a superhero.
